2 indicted in scrap theft

CHARLES TOWN — Two men were indicted by a Jefferson County grand jury last week for the theft of scrap metal from air conditioning units at South Jefferson Elementary last February.

Gary Lynn Heflin, Jr. and Anthony Travis Hoskins were each charged with one count of grand larceny, one count of felony destruction of property and one count of conspiracy in relation to the incident.

On Feb. 18, 2012, 11 air conditioning units were destroyed at the elementary school by Heflin and Hoskins at a cost of around $300,000, according to police reports.

The Jefferson County Grand Jury has indicted two men for the theft of a large quantity of scrapmetal which caused around $300,00 in damages to South Jefferson Elementary School last year. Police say they received less than $1,200 for the scrap metal they obtained.

Police allege that Heflin and Hoskins then sold 640 pounds of copper and aluminum radiators and 92 pounds of copper scrap to Remac America, just outside Summit Point, for $1,165.60.

Investigators spoke to one witness whose property adjoins the elementary school, according to records. The witness told them he heard the noise of metal being loaded into a light-colored pickup truck at around 6:30 that morning. The witness shouted at the men and called the police, but the truck was gone by the time officers arrived at the scene.

Detectives learned that Heflin was living with a woman in Bolivar, according to police reports, but when they arrived and questioned the woman they learned that he had left for Florida. Police say they found power saws, a drill and bolt cutters, along with several brackets that using serial numbers and bending patterns they determined had come from the air conditioning units.

Hoskins was charged with an additional four counts of grand larceny, one count of breaking and entering, and one count of conspiracy for two unrelated incidents: an alleged break-in at the Locust Hill water treatment plant during which tools and scrap metal were stolen, and for allegedly stealing a 1998 Chevy Blazer.
