Former Shepherd employee charged with fraud

CHARLES TOWN – A former Shepherd University employee was charged with one count of fraudulent schemes and 53 counts of fraudulent use of a purchasing card for allegedly using a state purchasing card to buy $85,933 of personal items.

Elizabeth “Libby” Shanton was indicted for allegedly charging various items including dishware, handbags, jewelry, clothes and limousine rides – as well as staying in a $600 per night hotel in New York City and charging nearly $700 to the room.

Carletta Antoinette Watson was charged with murder for allegedly being part of an April 25, 2012 robbery in Apple Tree Gardens that resulted in the murder of Dontrell Curry.

Raymond Lee Cooper was charged with ten counts of sexual abuse by a parent, guardian, custodian or person of trust, three counts of first degree sexual assault, three counts of first degree sexual abuse and one count of display of obscene material to a minor.

Theofanis Mavroudis was charged with four counts of third degree sexual assault, five counts of second degree sexual abuse, one count of display to a minor of obscene material, one count of indecent exposure, and one count of failure to register as a sex offender.

William Stephen Javage was charged with four counts of sexual abuse by a parent, guardian, custodian or person of trust, four counts of child abuse causing injury and three counts of third degree sexual abuse.

Joseph Anthony Jurand was charged with two counts of third degree sexual assault and one count of third degree sexual abuse.

Richard Wakefield was charged with two counts of second degree sexual assault and two counts of third degree sexual assault.

Leonel Saravia was charged with one count of third degree sexual assault.

Paul William Popkins was charged with one count of endangerment involving a firearm.

Matthew Douglas Shoun was charged with one count of malicious assault.

Donta Omaur Underwood was charged with one ount of malicious assault, one count of delivery of a Schedule II controlled substance, namely cocaine, and one count of possession with intent to deliver a Schedule I controlled substance, namely marijuana.

Johnathan Lee Shears was charged with one count of second degree robbery, one count of grand larceny and one count of entering without breaking.

Garland Bright and Trey Smoot were each charged with four counts of entering without breaking, six counts of conspiracy, six counts of unlawful entry of a vehicle, four counts of petit larceny and one count of attempted entering without breaking. Bright was charged with an additional count of felon in possession of a firearm.

Darius Wayne Cook was charged with one count of bank robbery and one count of conspiracy.

James Randolph Anderson was charged with one count of burglary and one count of grand larceny.

Lucas Eugene Stone was charged with one count of grand larceny.

Stephen Wayne Taylor was charged with one count of daytime burglary and four counts of misdemeanor assault on a police officer.

Amanda Lynn Gardner and Bradley Gene Lemen were charged with one count of grand larceny and one count of conspiracy.

Armstead William Craig was charged with one count of fleeing from an officer in a vehicle, and one charge of fleeing from an officer not in a vehicle.
