CHARLES TOWN – A request by an area landowner to rezone a lot near Shepherdstown was voted down by Jefferson County commissioners in the face of vocal public opposition to the proposal.
The rezoning request, presented by Peter Corum and Fred Blackmer, concerns a 13.69-acre lot adjacent to Morgan’s Grove Park, which is currently home to Morgan’s Grove Market. Corum, the owner of the property, was seeking to have the lot – now zoned as ‘rural’ – re-designated as an ‘industrial-commercial’ site.
Though the applicants argued they were seeking the “most restrictive possible” zoning designation, neither those who had gathered to speak against the proposal nor the county commissioners were convinced.
Corum is seeking to construct a structure in which to house an in-door farmer’s market along with a commercial kitchen and possibly facilities for health and fitness, according to the rezoning application.
